Evolution Management, Inc., (EMI) has been supporting government projects since 1999.  In 2004, we earned our GSA MOBIS, and currently we are processing our documentation for 8(a) certification. 

There are many similarities between the public and private sectors.  Both have:

  • processes guiding their operations
  • people attempting to do the best job they can
  • budget constraints
  • customers with expectations for quality and service
  • stakeholders monitoring satisfaction and future support
  • environments demanding greater efficiencies and effectiveness
  • operational attitudes of “do more with less”
  • strategic plans involving some level of change
  • workforce maturity resulting in a need to develop skilled managers and future leaders

How We Engage

Request for Proposal (RFP).  Engagement with our government clients usually follows the process of EMI submitting a proposal that demonstrates not only our understanding of the clients issues, outlined in the Request for Proposal, but also our ability to articulate our experience and capabilities to provide a practical and cost-effective solution.   

EMI has established and continues to add to our alliance of talented colleagues reachback capacity for our core competencies, as well as capacity in functional areas that compliment the services we provide.  Through both Teaming and subcontracting arrangements, EMI offers its clients the most efficient and cost-effective arrangement for addressing and executing each project successfully.

In addition to responding to Requests for Proposals, EMI is active in participating in small business networking events in order to introduce our services to Contracting Officers and representatives from large corporation.  We are a member of the U.S. Women’s Chamber of Commerce and actively engage in conversations with businesses interested in working with a woman-owned, small business to add value to their teams.

Beginning a Dialogue

EMI is active with a five-prong business development approach to securing work within the public sector:

  1. Direct contact with agencies; i.e., small business advocates, as well as HR, IT, Training Directors
  2. Follow up and responses to RFP’s shared on fedbizopps and e-Buy
  3. Direct contact with large companies already doing business within the public sector who need small business teaming partners
  4. Director contact with small/medium sized companies already doing business/or wanting to do within the public sector where we add value to the Team by offering additional knowledge, skills and abilities to complete the project
  5. Actively participating at small business networking and matchmaking events that spotlight our capabilities and past performance
